漸開線起始圓真的越靠近基圓越好嗎？

root form diameter（dFf）是漸開線起始圓吧？base diameter是基圓直徑。
下面是ISO 21771-2007 5.4.1的一段話

英語不好，翻錯了請輕拍：漸開線起始圓是齒形漸開線起點所在的圓。對外齒輪來說最好就是基圓直徑，或齒側與過渡圓角的連接點（如果有根切，需要考慮在內）。
問題：翻譯有沒有問題？
         如果沒問題，漸開線起始圓真的越靠近基圓越好嗎，靠太近漸開線齒輪好加工嗎？
